HICAST was established in 2000 to address the challenges that plague Nepal in the agricultural sector. Some of these issues include: depletion of natural resources, education, and sharing of resources. Other agricultural schools in Nepal have seen little advancement in the curriculum, whereas HICAST encourages new visions, ideas, and technologies to address the burning issues.
Founders of HICAST led by Chairperson Dr. Binayak P. Rajbhandari envisioned a public private partnership. The goal was for HICAST to maximize the utilization of available human resources as well as physical facilities from all the private, public and government sectors in addition to the scientific community.
HICAST works to produce academically and practically competent graduates; to provide the students with many opportunities; to encourage linkages nationally and internationally; and to develop the college into a centre of academic excellence.
